REGULATIONS
ERA NEW HORIZONS IFF 2010

1. GENERAL

1.1
The 10th ERA NEW HORIZONS International Film Festival, organized by the New Horizons Association, will be held from July 22 to August 1, 2010 in Wroclaw, Poland. The festival is recognized by the International Federation of Film Producers Associations (FIAPF).

1.3
Submission to the Festival is open to feature films, documentaries, animations, experimental films, short films and innovative visual productions completed after January 1, 2009.

Long-feature films (over 60 minutes) will be considered for selection only after the entry fee is received. The entry fee is 15 Euros (60 PLN). There is no entry fee for films submitted to NEW POLISH FILMS Competition and for short films.

Fees can be paid by bank transfer or by credit card. All payments must include the title of the film. For credit cards please use our Dotpay service. Bank transfers are to be sent to:

1.4
Film formats and video systems that can be presented at the festival are: 35mm, 16mm, Betacam SP (PAL), Digital Betacam (PAL), HDcam: 24, 25, 23.98, 29.97 (PAL i NTSC); presentation of other formats and video systems requires the authorization of the Festival.

1.5
The Festival gives priority to Polish premieres. Films that have already been shown in Poland are not admitted for the NEW HORIZONS International Competition and FILMS ON ART International Competition.

1.6
The Festival`s programme committee selects and individually invites the films that will participate in the Festival, and also reserves the right to select the section in which the films will be presented.

1.7
A selected film cannot be withdrawn from the programme after June 15, 2010.

 

2. COMPETITIONS

2.1
NEW HORIZONS International Competition - innovative, author driven feature films, creative documentary, experimental and animated films. 

Eligible for the New Horizons International Competition are:
- films over 60 minutes
- films that have never been presented in Poland at any public screenings 

Awards*:

Grand Prix and 20.000 Euro in cash for the director of the winning film selected by an international jury.
The winning film is guaranteed distribution** in Poland 

Audience Award - the winner is selected by the audience.
The winning film is guaranteed distribution** in Poland.

Film Critics Award - the winner is selected by an international jury.
The winning film is guaranteed distribution** in Poland. 

2.2
FILMS ON ART International Competition - innovative, creative and author driven documentaries on art and artists.

Eligible for the FILMS ON ART International Competition are:
- films over 60 minutes
- films that have never been presented in Poland at any public screenings

Awards:

Best Film Award and 10.000 Euro in cash for the director of the winning film selected by an international jury. The winning film is guaranteed distribution** in Poland. 

2.3
NEW POLISH FILMS Competition - both features, documentaries, animations and experimental films, including films made abroad by Polish directors.

Eligible for the NEW POLISH FILMS Competition are:
- films over 60 minutes
- film premieres and films whose festival or cinema premiere took place after July 31, 2009
- the Festival will not pay a fee for screening the selected film 

Awards:

Wroclaw Film Award and 100.000 PLN in cash divided between the director 60.000 PLN, and the producer 40.000 PLN, funded by the Mayor of Wroclaw.

First Film Award and 40.000 PLN in cash for the director of the winning film funded by the Marshal of Lower Silesia.

Both winners will be selected by an international jury without Polish members.

2.4

POLISH SHORT FILMS Competition - documentaries, feature, experimental and animated films, most of which are debuts.

Eligible for the POLISH SHORT FILMS Competition are:

- films up to 60 minutes

- films completed after January 1, 2009.

- the Festival will not pay a fee for screening the selected films

Awards:

Best Documentary Film Award and 5.000 PLN in cash for the director of the winning film.

Best Feature Film Award and 5.000 PLN in cash for the director of the winning film.

Best Animated Film Award and 5.000 PLN in cash for the director of the winning film.

The winners will be selected by the audience and funded by the Association of Polish Filmmakers.

2.5
EUROPEAN SHORT DEBUTS Competition - European documentaries, feature, experimental and animated films.

Eligible for the EUROPEAN SHORT DEBUTS Competition are:
- debuts only
- films up to 20 minutes,
- films completed after January 1, 2009.
- the Festival will not pay a fee for screening the selected films 

Awards:

Best Feature Film Award and 1.000 Euro in cash for the director of the winning film.

Best Documentary Film Award and 1.000 Euro in cash for the director of the winning film.

Best Animated Film Award and 1.000 Euro in cash for the director of the winning film.

The winners will be selected by the audience 

2.6
None of the awards may be given ex-aequo.
Each jury may award one special mention only.

 

3. NON-COMPETITIVE SECTIONS 

3.1
Panorama of Contemporary World Cinema - films awarded at international film festivals, made by both renowned directors and newly discovered talents. 

3.2
Documentaries/ Essays - documentary films, in which directors present the world they live in , often in the form of a film essay. 

3.3
Midnight Madness - films playing with conventions and referring to genre cinema. 

3.4
The Third Eye - innovative productions made by visual artists. 

3.5
Country or Region in Focus - every year a different country or region is presented 

3.6
Retrospectives - presentations of works created by both classic and innovative directors; at least one of them devoted to Polish films and one to animated films. 

 

4. DEADLINES, MATERIALS AND SCREENINGS 

4.1
The submission deadline expires on April 30, 2010. 

4.2
Only films accompanied by duly filled official entry forms and requested documentation are accepted for selection.

4.3
Selection results will be announced not later than 40 days before the Festival. 

4.4
The Festival will only inform the entrants whose films were selected. 

4.5
All DVD's and VHS's sent to the pre-selection will not be returned and will be added to the Festival`s archive. 

4.6
The Festival presents films in their original languages with English and Polish subtitles. The Festival prefers prints with English subtitles. Polish subtitles are presented using an electronic subtitling system. A dialogue list in the original language, the list of English subtitles (with time code), and an English subtitled DVD screener or a VHS tape must be made available to the Festival. 

4.7
For each selected film, the festival must receive: a synopsis of the film, stills from the film, a photo of the director, a biography and filmography of the director, a full list of artistic and technical credits. 

4.8
Each film will be presented no more than three times at the Festival. 

4.9
The Festival Management makes the screening schedule. 

5. PROMOTION

5.1
The owners of the films participating in the Festival will receive a request to send publicity materials (posters, flyers, trailers, etc.)

5.2
Once the participation of the film is officially confirmed, the Festival is qualified to use excerpts from the film (maximum 3 minutes); and to publish information about the film on the Festival website as well as in all printed promotional materials (such as the catalogue, the program brochure, press materials, etc.).

5.3
The Festival reserves the right to use all publicity materials both during and after the Festival.

 

6. TRANSPORTATION AND RESPONSIBILITY FOR THE PRINTS

6.1
The prints should reach the Festival Office in Warsaw (in accordance with Shipping Instructions) by July 10, 2010.

6.2
The cost of the prints' transportation, if not agreed otherwise, is covered by the Festival:

a) to and from Poland, if the print is transported from and to the lending company (Producer/Sales Agent);

b) one way (to Poland only), if the print is transported along a chain of festivals.

6.3
The Festival will insure the integrity of film prints only from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return. 

6.4
The Festival is responsible for the prints from the moment of pick-up from the shipper (when importing) to the moment of giving them to the shipper (when re-exporting). The Festival's responsibility for damage or loss of the print is limited to the cost of making a new print according to the present laboratory rate for making a standard print. 

6.5
Damage to the film print must be reported to the Festival within a month after return and prior to any following screening. 

6.6
All prints will be returned by August 21, 2010 at the latest.

 

7. CONCLUSION

Entry and participation of films implies unconditional acceptance of the regulations. In unspecified cases, the Director of the Festival will make a final decision.

* Competition awards are subject to taxation. Before payment the due income tax will be deducted from them. The tax rate is 10% of every award, according to art. 30, section 1, point 2 of the act of 26.07.1991 on personal income tax.

** The winning films shall be distributed in Poland by the NEW HORIZONS Association. The NEW HORIZONS Association is a non-profit organization and has a limited budget for film purchases. If the requirements regarding the distribution's fee are higher than the Association's financial abilities, the film rights shall not be purchas
